Since you don't have any programming experience start learning on PC first, it will save you a lot of time and the experience will transfer over.

If you are going with Devkitpro+C, I suggest you to use a Linux distribution to start developing.
BECAUSE ON WINDOWS EVERYTHING IS HARD TO SET UP
