If there's no 9, just change it to a 1 anyway. Orient yourself with the 03 at the beginning of each mii.
 
Still blue pants. Can you explain what i should change by the image of my HxD screen on the last page?

EDIT: Was doing some observations in the Mii Plaza with gold pants, found some interesting differences:
  • Gold Menu (already found)
  • Mii Sparkles + "Special" Mii announcement on people streetpassing you
  • Heros in "Find Mii" are always level 5
Might need to check puzzle swap and see if any buffs were found in there as well similar to Find Mii. Might be useful.

^Pretty much what he said. Except, don't increment the second number if by any chance it's already odd.

And of course make sure to fix the checksum, if you're not already doing that.

Is there any way you can make 3ds extdata dump and restore tool a .3ds file?
I believe someone posted one earlier in the thread. I ended up making a .cia myself, although it's very sloppily made and uses random icons/headers from other apps.

Does the .cia work? If so is it possible to pm the file?
 
Didn't work. It just made the Mii appear it was recieved from someone else and blue pants.

Try messing with that other value, maybe set it to 2 or 3. It took me a bit to get it working. Also, make sure your config is actually set to restore the file properly (I'd suggest maybe changing the Mii's name to validate that it's being written).

Do you mean the value that you marked Keep as 01?
