3DS Downgrad in Germany or World Wide?

Hi,
i need somebody who can downgrade my 3DS from 11.0.0-33e to 9.2. Can somebody help me? It would be good if the person lives in germany. Because i dont know anybody who owns a 3ds with cfw and i dont know anyting about hardmodding!
