Double-check the WiFi board is connecting properly.

If it's not the WiFi board then try disconnecting the lower LCD and powering it on with just the upper LCD, speaker cable, and lower LCD backlight cable connected (the thin one). If it boots like this, the problem is the lower LCD. In some instances a bad lower LCD can cause the system to power on to a solid blue light but nothing on the screens.

Before I (Started to repair 3ds xl) open the thing, the bottom lcd was working.

No, I understand that. I was just suggesting the lower LCD to eliminate the possibility, slim though it may be, that it could have been damaged during reassembly and was now causing the issue, since it seems like you've checked all the usual suspects already.

I'm still gonna try it. I didn't think about that.

Made some weird sound and still blank. Bottom lcd back-light appears darker than top lcd. For got to mention if open a certain angle it would make that popping sound and cut off but if open all the way it would come on and a fore mention make some sound and still blank.

This happens with just the speaker cable, upper screen cable, and lower screen backlight cable connected? If so, that pretty much answers the question of what the problem is. Did the upper screen flash? If it did it means you have a problem with the connection to the backlight in the lower screen. It's weird that it wouldn't do this while the lower LCD itself was connected, but maybe both the ribbon cable for the lower LCD and the backlight are bad, in which case the bad LCD ribbon cable might prevent the usual screen flash-and-shutdown symptom that occurs with a bad backlight cable.

But regardless of why it's only now occurring when you disconnect the lower LCD, if you have this symptom when you have only the upper screen, speaker cable, and lower screen backlight cable connected, then you can be almost completely certain the issue is either the lower screen backlight ribbon cable or the P12 ZIF connector. Either way, the circuit to the baclight is not complete, which is why it's making that popping sound and not booting. Since you already replaced the speaker cable to begin with you can be reasonably sure it's not bad (and if it's the top screen that's flashing, it's definitely not the speaker cable).

If there's corrosion or dirt preventing the ribbon cable from making proper contact, then yes. It can probably be fixed by cleaning with isopropyl alcohol or some electronic contact cleaner and a toothbrush.

If the pins inside are bent or broken the whole connector can be replaced. It does require soldering some very tiny connections though. It's hard to do it without accidentally melting the sides of the new connector.

This is how it boots up....
