It is part of NW4C, a bunch of Nintendo Developer Tools. You have to download them from another website.

I'm trying to use it to convert my files to a .bcres file, but I can't get 3DEditor to open.

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
