Well according to this post in 3DBrew that clearly says:

It is possible that some people is still believing the information is fake, here are more proofs, in the update, the spotpass protocol changed, now it downloads information from a new server that is supposedly to contain automatic updates to the system (source, 3DBrew)

These are probably related to the automatic system updates/SpotPass automatic software download functionality. Going by the domain names, nppl* might be for SpotPass software downloads, while nasc* might be for auto updates?(Not confirmed yet)
