You don't give us a lot of information..
Are you sure it's a 128GB card? (There's a lot of fake cards out there)
Is it a brand new micro SD.
Have you used it for something before like Linux. There might be more partitions on the card.
Sometimes a 3rd party partitioning tool can be better than the built in windows functions for formating microsd cards.

I formatted it using my switch and its 128gb again, but I can't use it cause everytime I plug it into my pc it wants me to format it before use. Is there a way to format it using windows 7 without reducing the size to 28gB?

I followed it before posting here, its useless because it still sees my microsd as 29gb.
Googling for this didn't help at all, it seems like the only solution is to install windows 10 since windows 7 won't recognize the microsd as 128gb and none of the programs I used.

-snip-

I've been using "FAT32 format" myself to format MicroSD cards larger than 32gb. In fact that tool was used to format my own 256gb card to FAT32.
Why do you come here and ask for help if you don't listen to anyone?

I've been working with IT support for about 5 years and I know that you can format your card over 32 GB on WIN7 if you use thirdparty tools.

I don't think you read the entire article that gentleman linked. There is an explicit section on formatting drives larger than 128GB (oops) to FAT32 using PowerShell if you dont want to download anything. Also at the top of the article it links a fat32format tool you can DL.
You can also use the guiformat tool that tabzer linked.

(woops those are the same tool)

That how-to-guide is so annoying to read. Your post doesn't actually make life easier.

I don't care if it's annoying.. It's simple to understand even for a kid.. It even have pictures :D
If you want to find some more pleasent reading then search the web yourself.
