Why?
It'll just update every system title to their latest versions.

I don't fully understand how deep they could have messed up, but I'm thinking critical parts of the system still believe they are in updated versions. I'm waiting on some kind dev to explain further what happens as they look like they know whats the deal.

I don't know if ninty's updater will do through that messed state. Better to restore through hard mod.

Do not downgrade yet everyone. As people have said, this is very buggy and you will be unable to use CFWs. You have waited this long, don't risk a brick. The same goes for installing legit cias right now. You are installing these to your sysnand, and could result in a brick. Wait for a stable downgrade option, setup an unlinked emunand so you do not end up with a bricked 3DS. Just as a reminder, do not ask for warez, roms, legit cias, all of the same things. This is against the forum rules.

Cia install failed, rebooted fine. On a 2DS that itself is shaky and sometimes crashes when doing just menuhax.
