Emulation CEMU fullscreen frame drops

When I'm playing through window mode:

Framerate is perfect.

But when I go into fullscreen:

It drops a few frames

I've tried everything, from tweaking the cemu app settings, to turning on vsync in the intel control panel.
Nothing seems to work, and I have no idea why.

Any help would be appriciated.

Never noticed this but have you tried launching straight to fullscreen and did it stay lower or eventually jump back to 60fps? If your having issues there's an app that can make games borderless fullscreen and maybe it might help (I personally can't remember the name of it though)

No, the fps stay low.
Here's the catch: I DID fix it a while back by enabling vsync in the intel control panel and that worked.
When I switched to fullscreen it stayed 60fps. But the next time I turned on my pc, the problem returned, and this time vsync was not an option because it was still on.
