I would note that this game uses a tilt sensor and you then want to make sure you have a working tilt patch -- the one the scene provides ( http://www.advanscene.com/html/Releases/dbreleases.php?id=1979 ) is about 90% of the way there but sometimes it makes it a trivially easy game (the directions control spin speed and sometimes you can just leave them and win the whole game as you are spinning at top speed) and other times it makes it really really hard (the wario I think it was section in the boss where you have to play simon says/Jacques a dit with the actions on screen is a nightmare to follow along with). No GBA flash cart has a means to do it and I doubt there is anything you are going to want to do with DS flash carts for this (theoretically there might be some options if someone has an original GBA cart and DS/DS lite to play it in but nothing practical).
That said a lot of modern mobile phones if they have emulator authors making a slight bit of effort might be a suitable replacement so I guess there is that.

Warioware also tends to use a lot of artwork compared to say the average RPG -- generally speaking of the text looks in any way fancy it is actually graphics rather than a text engine. For some that is not so bad -- you can edit graphics far more easily once you have found them than you can text unless you have built a text handling program or script.

I don't know what there is in the way of French language stuff for ROM hacking specifically but I would not be surprised to find something -- there is/was a serious French language homebrew and flash cart scene, especially for the GBA and DS (the DS being not much more than an overclocked GBA), and ROM hacking almost immediately devolves into complicated technical concepts and language so might be nice to find something there.
