Hacking Question emunand not launching on new switch

i got a new switch and i am using an emunand made on my old switch on my new one and it wont launch, does this mean the emunand has to be based on the switch it was made on and i have to make a new one based on this

Yes, EmuMMC is signed with console specific keys so it only work on the switch it was made on

is there a way to transfer the game installations without having to re download and re install all the games on the new nand

To my knowledge there is no way to do it that would be easier than just reinstalling.

Those games are installed with specific tickets that are stored on the console. Even if you export those over to the other console, there is still the matter of the games which are stuck in the Nintendo folder which is also tied to a specific Nintendo Switch console.
