Hello,
I bought a New 2ds XL to replace my dead fat 3ds. RIP.

I read a lot i these days, replace my Gateway with Luma and I learn a lot.
I move with caution but it is always risky to install files of dubious origin.

I've a question, is there any tool similar to GoodTools (eg: GoodSnes ) for .CIA /.3DS / .3DSX files ?

No there isn't and there is nothing dubious about any .cia file
