I noticed that ACNH 1.3 update is out but file sizes appear to be around 540 Mb while update 1.2x was 800 Mb or thereabout. What's that about? I have 1.2.x installed and I tried installing 1.3 but it tells me it already exists and asks to overwrite the content - I assume that's expected for an update except the file is smaller so I'm not taking the chance.
Anyone have any insight into this?

Doesn't really care if the NSP file for an update is bigger/smaller than a previous one, why would it? Also, is pretty common, specially if you are using Goldleaf, that you are asked to overwrite an update. Again, has nothing to do with the size.

No it's not.
The latest update isn't smaller than previous one. Here's the table of the actual filesizes of all released updates for now:

As you can see, they're all right: v5 update is 253 MB, v7 is 442 MB, and v8 is 532 MB.

update 1.2x was 800 Mb
'Cause this file (~800 MB) includes some delta fragments (ndv0), that is a pure ballast for CFW and intended to use in eShop only. The real size of the latest update is 532 MB.
