Hardware About using CFW on a 2DS with a NNID banned account

Well, let me start this off by saying that for now my account isn't banned, but i'm asking this kind of question just to prepare myself for the worse, if it comes to happen.

Short Story: If i have a ban on my NNID account but if i already have the CFW installed (already did that using Plailect's guide), can i format everything, create a new account and pretty much use all the homebrew tools (including installing all cia games)? Do i need to install the CFW again or is it installed on the 3DS's hardware? I hope i can do something about my 3DS. Unfortunately, i own an unmodified Wii U with the same account, and that can be quite problematic because i can lose all my games there. That's why i've been avoiding using the internet in both systems. They can ban me but i don't think they can remove anything if i'm offline (i hope).

If for some reason you want to follow the whole drama, here it is, the Long Story: I bought in this website called MercadoLivre (which is pretty much almost an eBay from South America), this code for Bravely Second. The game wasn't cheaper than the eShop version, it had the same price. Why i bought it there? Because you can divide the purchase in parcels with no interest added. In Brazil we do that a lot, actually, almost everywhere. I never knew about the possibility of being banned because of chargebacks, cloned CCs and such, so i found out that too late. A good amount of people got banned in my country because they bought the codes on MercadoLivre, though 99% of them were on the Switch (only 2 were on Wii U) and in most cases, the seller simply deleted his account and ran off with the money. Now, i know y'all call me dumb and moron for doing this, i'll never do that again.

Let me just say that even though i still have the constant fear of being banned - especially because i'm a complete pessimistic person - i've also been doing some research about the seller on the website, checking his sales, product pages, prices and etc and that made me a little less paranoid for some reasons that i can explain if anyone is interested (though i doubt that's the case). Let's just say he didn't create his account yesterday, or 10 years ago. He's been selling there for 18 years. Anyway, i'm really asking about this just for precaution. If any of you bought codes before, you can share your experience here, if you want. Also, i don't plan on contacting Nintendo if a ban happens. If they can check that i played some free games (even though i bought them all eventually, with the exception of DQ VIII and Dragon Ball Fusion, which i already deleted a while ago) they'll never unban me from anything... i think.

Any help would be appreciated.

Pretty sure if you do get hit with a charge back ban. The system, serial number, the entire thing gets banned. Dont think you can make a new NNID either. At that point, that ban, you probably will be better off getting a new console and NNID. Your games, you can decide on dumping them all using gm9 and installing to the new console.

Well, that sucks...unfortunately, 3DS here is quite expensive, so if that happens, i'm screwed. If i don't connect either consoles to Nintendo Network, though, my account will be banned, obviously, but can i avoid losing the games already installed?
