Sorry but the original cartridges have a ROM (read-only memory) you can not change those files, just the save, you can not do what you are asking for.

Just use a flash cart. That's what they're for.

As said before, you can't flash a retail cartridge with anything.

Use a flashcard.

^^ as said earlier you must use a flashcart, can't flash a game into a ROM (read only memory) which is the chip that has the game in game carts
use a flashcart, if your goal is to have the closest thing as possible as an original cart (for whatever the reason)
you can put a small micro sd card with only that game (with the files to make the card run of course), in most cards you can auto boot into that game (skipping the card menu) and if you even want to go this far, glue the micro sd card and put a sticker on the the card (you can even try to get a shell from ebay without the hole for the micro sd slot)
there are 128 in 1 (or whatever the number) or even fake cartridges that use this method

I'm looking for something like this for my own translation. Seems F'card or fire cards with flashable SRAM could be a solution.

There's the "G6 Real for Nds" too.
