Hacking BigBlueMenu and cia questions

I currently have a Gateway that I have been using to play .3ds roms. Since I'd like to play online and not consume my battery in like 1 hour anymore, I want to switch to using .cia roms. I've found a 2014 guide that explains how to install .cia with Gateway using BigBlueMenu that seems pretty easy to set up.

I've three questions though: (1) is BigBlueMenu still a choice for using .cia roms with Gateway? (2) Do the .cia roms install on the SD card inside the 3DS or on the one that is inside the Gateway cart? (3) Are .cia still completely safe to go online with?

Cia's are fine online of they are same region as you and i recommend you use Devmenu for installing CIA's

There's two big benefits to using FBI over BBM/Devmenu nowadays. You can install over a local network with SocketPunch, and you can install via QR code. Both mean there's no need to remove your SD card from your 3DS. Plus, since there's no copyrighted code in FBI, it is able to be shared and can be found much more easily.
