Yep, put the .bin files of any hacks you'll want to use onto the root of your SD card, follow the instructions for the specific hack, and scan the qr code using the 3DS (take another look at the initial post if you still can't get it)
I'm running into this problem. I was planning to place an additional wisteria trellis along with two I already had, and when I went to place the third one, it showed up, but then the FIRST one I had built a long time ago with Isabelle pre-hacking, disappeared. It wasn't invisible, it was just gone. So, instead of creating a third trellis, it was simply moving the first one. I found out that if I planted a new one, and then went and planted ANOTHER one when one disappeared, in the location of the disappeared one, it would make the disappeared one reappear + keep the new one I was trying to place. However, during this testing I also ended up with several duplicate "ghost" PWPs (as in, they weren't invisible on the map anywhere, preventing me from walking through them, they were just gone, but they would still show up in the RAM Editor as existing with duplicated coordinates). So... just a mess, in general, trying to place / move duplicate PWPs for me right now. I tried hex editing the duplicates out and then starting over where I had left off, with no luck. I can't even build a PWP through Isabelle currently -- I started one, and Lloid's plot showed up, but I could only afford half the payment, so paid that, then ran inside my house to get the rest -- when I came back out, Lloid was gone as if he'd never existed, and wouldn't let me talk to him or finish paying off the PWP, so it's stuck forever... not being built. (I'll restore an older save when I go back to working on it, but I thought my findings would be useful.)
The Building Seeder, as far as I can tell at this time, doesn't know the difference between placing a new PWP and moving an already existing one, and has the ability to get them easily confused once more than one building/PWP with the same ID comes into play.
I did run the Building Seeder twice at one point, in the same session (just to see if it would work and to get the missing pwps to show up), and I wonder if this also may be factor in the ghost PWPs, but not entirely sure.

Powersaves BACKUPS are not compatible. Powersave HACKS are compatible. And yes, 9.5-22 will work on ALL regions, no matter if it says "U", "E", or "J" This tool has it's own little save file backup tool (that is amazing)
Yes, that system version works.
Yes, you still need to create backups using the tools. The Powersaves .bin files are NOT compatible with the tools, so you won't be able to use those for editing. You CAN still use them as backups for yourself if you ever need to restore to an earlier powersave file. You CAN still save backups of your town with Powersaves, even after you edit and hack your towns.
You just cannot use the Powersaves .bin files with the tools themselves, is all, so the Powersaves backups themselves cannot be used for any editing.

Buy a 3DS on 9.2 or lower firmware. Version 9.2 has been h4xx0red a lot, and you could do a lot of stuff with 9.2 or lower firmware.
It's your choice. You can downgrade to version 4.5 on 9.2, then install custom firmware and install game CIAS. Just FYI.
You'll need Luigi's Mansion: Dark Moon or Animal Crossing New Leaf (european) to upgrade it to 4.5. Once you do, you can use many hacks on 4.5.
hi. whenever i tryto use the pwp unlocker or seed builder it fails. i go to the url and it says downloading ROP file and so on. i dont get a green screen and i do not get the building i ´asked´for.
Give us details PLEEEEEEEEEEAAAAAAAAASSSSEEEEE. Does the web browser crash, then tell you to restart? Are there .bin files on your SD card? Are you on firmware 9.0, 9.2, 9.3, 9.4, 9.5-22? It doesn't work on any 3DS version lower.
it does crash and im on version that works. im using the acnl ram editor and it works fine.
