Also, what if I format the Wii via settings. Would that get rid of all of these crap IOSes? Someone's gotta know about this. I can't be the first to install bad IOS files.

It lists updating via Nintendo to 4.2 on the "Revirginize" page... does this lead me to believe I'll be fine?

Try to upgrade to 4.2, that should install alot of new IOSes and update old once. Ofcourse update your HBC to the latest before doing it.

If you can, take a backup of your NAND with Bootmii.

then re-hack your wii.
Format wont uninstall any IOSes.

FYI, updating it to 4.2 then following the standard how-to guide fixed everything.

Your trouble was from downgrading ios36.
Loading dop-ios-mod, and installing ios36 would have fixed your black screen issues.
