What's been said is basically it no matter where you're from

There's nothing illegal using Flashcard for 'Software development' (i.e. Homebrew) but it's totally illegal to make a copy (even if you own the original game cartridge) & then use the copy (ROM) on a flashcard

It is a little bit of a grey area about 'making a copy' of your commercial game cartridge - with normal software (PC/MAC etc) sometimes the license allows you to make a single copy of the software for backup purposes & some people believe this also applies to console games

AFAIK this is totally illegal. The only way to confirm this is to read the license agreement that comes with the game/software (which in some cases can be many pages long) which most people cannot be bothered to read & just click [Continue] to bypass it

I believe the 'making a copy of your save games' is allowed though

I completely agree. I think people for some reason have the impression that it is ok to make back ups of their games probably mostly due to the fact that a lot of companies will allow users to make back ups of their software. Video games have a completely separate licensing agreement and I'm almost certain that it is against said license agreement to make back ups of your games.

This can be debated for ages but really it all comes down to the company, different companies may very well have separate agreements so it is the users responsibility to read the agreement and accept it for their purchased product.

To have a copy of a game without owning the original is without a doubt against the license agreement for the product.

What I would be really interested to know is this.................... Does anyone know of, has read, or seen on the news about anyone being taken to court, losing and having to pay damages for backing up roms they own??
