Few if any flashcards lag during most games. There are a few games like Castlevania that have videos that might lag a little on certain flash carts, but the games are fully playable.
lurbi's list pretty much sums up the flash carts I've seen recommended the most (with the exception of EZ-Flash V+ which I don't know much about). I would personally recommend the Acekard 2 because it's got a great menu, a nice set of features, and it's inexpensive. DealExtreme.com has the best prices but expect to wait two to three weeks for your shipment. Leetmod.com has very fast shipping to the U.S. and good prices, plus excellent customer service. Note that the Acekard 2's have had some hardware problems recently, but the latest batches have apparently had the problems fixed, so if you purchase an Acekard 2 (or any flash cart really) order from a reputable store (such as the two I mentioned) that will allow you to exchange it if you happen to get one from an older batch.

Go with the CycloDS Evolution if you have the cash, otherwise I think you can run Sakura on the M3 DS Real so that wouldn't be a bad choice either. Stay away from the R4 and M3 DS Simply.

CycloDS Evo and Supercard DS One are pretty much equal in terms of features but apparently the Supercard is less stable or something like that. I'd personally recommend the CycloDS as I own one and it's awesome.
Ahhh...the age-old debate -- CycloDS or SCDS1. Opinions vary on this, and really both are great flash carts.
The CycloDS has very good support from Team Cyclo and an easy-to-use and fast menu. The SCDS1 is generally much cheaper and has a couple of features the CycloDS doesn't have (yet), but its menu is slower and much more complicated than it should be.
My personal opinion is that the CycloDS is probably the better of the two because you use the menu every time you use the flash cart and having a nice and responsive menu is most important to me. If price is more important to you or if there is a particular feature the SCDS1 has that the CycloDS doesn't have and you can't live without, you might consider the SCDS1.

I believe badzman is correct, the CycloDS supports any microSD or microSDHC card, which can potentially go up to 32GB. There is currently no 32GB microSDHC card that I know of. I think 16MB is the largest available (and those are quite expensive).
In reality, you probably don't need more than 4GB unless you plan on putting every game made onto a single microSDHC card. A 2GB microSD card can be formatted with FAT16 which is a little faster than FAT32 which is required for cards greater than 4GB. Also, microSD cards use slightly less power than microSDHC cards.
To give you some idea of how many games a microSD or microSDHC card will hold, a 2GB microSD card holds the firmware plus around 30 or 40 games (depending on how large the games are). I personally have a 2GB Japanese Kingston microSD card because I don't play more than 30 games at once. I just put the games I want to play on there, and delete the games I've already finished (keep a backup of the save file on my PC in case I want to play the game again later).
