Ok, seems like I was wrong, and that SciresM has fixed everything. Have tried installing Atmosphere 1.9.3 with Firmware 20.3.0, and modded games fully work now. Below are attached some screenshots. Sysmodules are what's listed on the left side in the Tesla overlay.
This one's made by myself following Vertania's instructions. Thanks a lot to him!
Have tried installing it and it works perfectly. And as mentioned by him, it only works on Atmosphere 1.8.0.

As per the Atmosphere description, I don't think it will ever be fixed, due to changes in the firmware.
I accidentally updated my Switch some time towards the end of last year and it's been sitting unused since I'd heard that the mods were broken after one of the previous updates. Today, I finally decided to upgrade to both OFW 22.1.0 and Atmosphere 1.11.1, then reinstalled the mod file that GloriousCheese uploaded. As of these latest updates, it appears to be working again. I'm at the main menu and it's showing the TSLRCM v1.8.6 heading again. After loading my old modded save file, it still works and has all the RCM items.

I don't know about 21, but it does certainly appear to be working on OFW 22.1 with Atmosphere 1.11.1
