Solution
Either use the Homebrew AppStore and have it download and place the file for you- Or download the .elf here, and place it in SD:/wiiu/apps/tcpgecko and launch it from HBL.
This is a well documented process, with not just TCP Gecko- but literally every other Homebrew App. I'd suggest researching before asking a question that can be answered in two seconds with a Google Search.

But don't forget that you can't use it with aroma. You need tiramisu for that. Or haxchi/cbhc.
