Edit: Actually I think I might have solved the issue now, lol. That question itself made me realize the mistake I made. Thanks.

you need to put the homebrew apps in that folder. like this V

People a few years ago reported that if they use panasonic sd formatter to format their card and then format it back to fat32 32kb then it made there card recognized by the Wii U you can try it it might work. Also make sure your card is MBR partition scheme not GPT.

I "fixed" the issue, but now when I launch homebrew it gets stuck on a blue screen with bubbles with no options.

How did you fix your original problem?.....
