Gaming Hacking Is It Possible to Transfer DSiWare to New 3DS XL?

I have a DSi with a copy of Four Swords on it, and I have a New 3DS XL which has Luma3DS and is set up to stream to my PC. I would like to stream Four Swords, which means getting it over to the 3DS. The official guidance from Nintendo is to download the 3DS Transfer Tool on the DSi, and use that to transfer DSiWare. However, I have two issues:
1. The DSi Shop does not show the 3DS Transfer Tool (I've checked the Previous Downloads, and it's not there, either)
2. Apparently, this process doesn't actually move the game, but just the permission for the game, which needs to be redownloaded. As a limited-time release, would Four Swords still be available for redownload?

Contacting Nintendo, I have received no response and am not terribly hopeful for official support, considering the age of the system. I therefore see three different potential paths forward, assuming it's possible at all:
1. Hack the DSi to install the 3DS Transfer Tool without needing the DSi Store (assuming the game CAN be redownloaded after transfer)
2. Hack the DSi to transfer the game manually in its entirety
3. Hack the DSi to stream the game directly from it

Are any of these options viable, or are there any other options I've missed? Thank you in advance for any help or advice you can provide.

1. should be possible to do, using NTM. Also, to re-add the game to your DSi, NTM can be used to first backup the game before running the transfer tool, and then restored after the transfer to 3DS.

Is that because it's DSiWare, or is that true of DS cartridge games as well? If that's true, I guess I may have to go the emulation route.
That applies to DS carts as well. You're no longer in 3DS mode, which is required to stream, when playing DSi/DS and GBA games.

You need NATIVE_FIRM for software streaming - the DSi (Nitro cartridge games use recursive backwards compatibility) and GBA modes don't support it.
