ROM Hack How do you open and edit NTR plugin files?

I've got an old Bravely Second plugin (that uses X+Y to open), and I want to copy its cheats to a blank plugin (that uses Select, and has a memory viewer/editor), but I don't know how I can open .plg files. Which program would I need to use to accomplish this?

unless its already a raw code you see. there isnt any program out there that allows of editing plg files.

How are they made, then?

They were made using raw code that the person had. they were entered into a program which turned them into a .plg file for ntr to read the codes.
