I tried once but they wanted a mobile phone number or it would not work so I could not play.

Still you might want to cover what Telegram is and why people would care to use it. For my money it is another closed source service that you can't run your own servers for this but one has a serious encryption and privacy focus.

I see something there. Probably should have searched for more than that link

Anyway is it enough that I could reasonably (basic recompile with a few hardcoded URLs changed type job rather than reverse engineer the protocol and make my own) run my own servers if I so desired?

The backend is not open source but it's probably not impossible
If you want something that you can easily run your own servers for XMPP or something like that is probably better for you

Sadly XMPP is pretty much dead these days which leaves me with good old IRC.
