EDIT: This post has been made useless by the release of the PQ2 USA DLC. Go support Atlus (or not).

(Optional) Import your save to Citra so you can unlock the DLC on your save. (https://github.com/citra-emu/citra/wiki/Dumping-Save-Data-from-a-3DS-Console)
How to enable the JPN PQ2 DLC on the USA version
(1) Install the JPN DLC pack. (Cannot link here, find it and make sure its decrypted.)
(2) Copy/rename the JPN DLC folder from
<citra_dir>\sdmc\Nintendo 3DS\00...\00...\title\0004008c\001cbe00\ to
<citra_dir>\sdmc\Nintendo 3DS\00...\00...\title\0004008c\001d7100\
(3) Change Citra's emulation region to JPN once you boot the game you should get the DLC unlock messages.

(Optional) Just remember to delete the 001d7100 folder before installing the actual USA DLC when you get it and change the region back to Auto-select
How to unlock the DLC on 3DS
(1) Do all the steps above, but do not close Citra just yet.
(2) Go in the game and talk to Theodore at the shop (Theodore must be unlocked) and ask about DLC items. You will obtain them.
(3) Not only are the DLC items unlocked, but the personas and battle bgm are. If you want the DLC personas summon them now because they don't stick in the save file if you dont have the DLC installed on 3DS. The battle bgm sticks so once you are done, save the game.
(4) Close the game, but not Citra entirely. Right click the game and press open save data location. Copy all the files in that folder to your preferred save manager on your 3DS SD Card. (You should have a backup incase this does not work)
(5) Eject SD, and reinsert it into your 3DS, and launch your preferred save manager.
(6) Restore the save.
(7) Open PQ2
(8) Select the save file with the DLC personas/items/bgm
(9) To check that it worked, press X on the hub, and go down the system, then battle bgm. The songs from P3/P4/P5 will show up if you did it correctly. If your DLC items, personas, and accessories show up it worked.
(10) Enjoy!

well some people are far into the game and dont want to start over just to have the dlc early, if you want i could do it for you, you just have to put it into a zip and upload it here

I haven't started the game at all, which means no savefile. Just got it early. Worst case scenario i guess i can wait until tuesday to get it legit.

well this method was found out a couple days ago, either you can get the leaked version of the game or do this to get some of the dlc unlocked or wait until it actually releases and then you can just install the game and the official dlc and wont have to do this method, plus with this method you have to progress a bit far into the first dungeon
