I downloaded a save file for persona 4 golden. I put it in user/00/savedata/PCSE00120, but when I launch persona and try to load, all the save slots are empty.

I've read some threads about decrypting save files, or using vita save manager, but I'm completely confused. Can someone explain in plain english how I can get these save files working?

You will need to put save file you downloaded to ux0>data>vitaSaveManager then add the sealed key file to new save.

You will need to create a new save file first by launching game.
Find new save file in ux0>user>00>savedata>gameid
Where gameid is id of your game.
Do not open gameid folder, press triangle and open decrypted, then go into sce_sys, and copy the sealed key file.
Place the sealed key file in ux0>data>vitaSaveManager for now,

In vitaSaveManager folder you should see game id folder go into it and into the slot# folder (# = number 0, 1, 2, etc.)
Then into sce_sys and in here delete sealed key.
Then move the sealed key file you placed in vitaSaveManager folder into where you just deleted the older sealed key file.
After this is done you just use savemgr+ to restore the save and it should work.

Thanks for your reply. I did as you directed. I made a save file in the game, then went into ux0>user>00>savedata and opened the game id folder as open decrypted. I then copied the sealed key file. However, when I went to the save manager folder, and then the game id, and then the slot folder, the folder is empty...there is no sce_sys folder.

--------------------- MERGED ---------------------------

Also, the game id/slot0 folder is not in the save manager folder, it's in a folder called savegames.

EDIT: Nevermind, I got it working. I misunderstood one of the steps. Thank you so much!

No worries glad i could help and you may have an older version, i use save manager plus from here
Was forked from original and updated after rereading the update log it says it supports orphan saves, if so you should be able to restore saves without needing to get the sealed key first.

Here's the changlog
## 4.1.0
- Support all vita partitions
- Better VitaShell module loading (Thanks Princess-of-sleeping)
- fix a few crashes

## 4.0.0
- Remove touch controls
- Remove list mode
- Remove ini config
- Change saves path to data/vitaSaveManager
- Change app title ID (you can keep both this and original)
- Auto replace ACCOUNT_ID in param.sfo (#75)
- Add My Saves page
- Add menu (Backup all / delete all)
- Add change savefile region option
- Support both encrypted and decrypted saves
- Support orphan saves
- Code clean up and optimization
- More...See git logs

About encrypted saves:
they are untouched and you can restore them as is, ie no need to start the game.

About region change option:
Most games use the same save "structure" for any region, but not all.
Region change is 100% safe and reversible, unless i/oerrors occur [https://playstationhax]
If the save does not work, the game uses a slightly different save structure (or your entered ID is wrong).

About orphan saves:
Saves of games that are not installed in your system.
You can backup and restore them. (For eg. gamesthat require a save of the predecessor to unlock stuff)
