ok so, it was failing on one title install 0004001020024100, which is the sd card management title... no wonder.... on a broken 11.8 atm.... sysupdater is a PIMA

--------------------- MERGED ---------------------------

annnnnnd it still says to update. great.

--------------------- MERGED ---------------------------

I'm installing them all. Gonna see what happens.

i think that is a bad idea if it even works with fbi
maybe try uninstalling the sd card managment using fbi and try to update if that is the only thing that fails to install

well I did it. most of them failed to install and it does not boot :p

you can still launch firm files right?
use ctrnand transfer with godmode9 there was a guide on 3ds.guide that one to change regions, i don´t think you´re banned maybe you got a bad frimware or something
i remember you could update even if you were banned

you don´t lose your games/saves i used ctrnand transfer to install arm9loaderhax before you could use magnethax and i did not lose anything just use another sd card in case something goes wrong with it and backup your tickets
in case im wrong please tell me maybe im remembering wrong

I was told that old tickets would not work

Quick solution.

1. Dump the CTRNAND and decrypt the CTRNAND FAT16 partition (or directly dump the decrypted CTRNAND) using a decrypt9
2. OSMount the NAND (or using other image mount program from PC)
3. Copy all of NAND data to other disk, and then format the partition
4. Copy back to all of NAND partition
5. re-encrypt and restore the NAND.

It seems to be very familiar with my case while ago. https://gbatemp.net/threads/stuck-on-2-1-0-after-ctrtransfer-a9lh-weirdo-brick.460351/
Your issue, mostly due to NAND partition corruption or fragmentation, not the ban or other issue.
So i might be guess it will be helpful to your problem.

Back from late night grocery shopping.

  1. Use Checkpoint and/or JKSM to backup all your game saves.
  2. Make sure your custom firmware is up to date with the latest Luma3DS v9.1, boot9stra v1.3, and GodMode9 v1.7.1 on both your SD card and CTRNAND.
  3. Try updating with System Settings, Recovery Mode, and/or sysUpdater again.
  4. If that fails, try repairing your NAND by downgrading with CTRTransfer and then try updating again.
  5. If you require reinstalling your games, you can rebuild your titles into CIAs with GodMode9 if you don't have them backed up.
  6. After re-installing games, restore your saves with the save manager(s).

where is...... the dump option? im too tired....

your 3ds installed b9s, right?
Download decrypt9 recent version and then copy Decrypt9.firm to SD:\luma\payload folder and renamed Y_decrypt9.firm (or A, B, X, L, R, whatever you want)
boot console while you holding a Y button (or other button that you selected)
it will show you decrypt9
SysNAND Options -> Partition Dump... -> Dump CTRNAND Partition

I had like 3 hours of sleep. Thanks.... had decrypt9 just way too tired for this... im gonna try this and then go to bed.

do I format the partition with decrypt9 or osmount?

ok well I followed this and tried to inject the ctrnand and it will not detect mine as a ctrnand and just says no usable file found? whats up with that? formatted it to default everything and it just refuses to detect it.

nope doesnt see the newly formatted ctrnand.bin with the files moved over :/

alright well I give up for the night.

I think you might have to scour the internet as if I recall 3DNUS is dead due to the new updated security. Use the wiki for titleIDs
I think 3DNUS should still work, people on older firmwares still have to be able to update, so unless the way 3DNUS downloads things is different from how even older firmwares do it, they can't stop it from working.
But it likely won't solve his problem (it didn't for me when I had the same problem) so he will have to use that every time there's an update.

Yea I installed the homemenu and native firmware for 11.7 and 11.8 and neither of them helped updating.... time to look into a ctrtransfer... I just want to keep my game installs and such... doubt that can happen though.

2.1 and 9.2 are the only ctrtransfer files I can get as of now? Well looks like its time to downgrade and then try to upgrade....

https://3ds.hacks.guide/ctrtransfer.html

There use to a 11.4 one , but Plailect removed it, in the link above is 11.5, and the one I link earlier is 9.2, you don't need to go to 2.1 for this, anyway you would be back to where you are currently if the transfer goes through and you still can't update.
