Yeah, it's just a set of executables. They still need to be reverse engineered and cracked to unlock the rom loader without a license file.

Yep, but these can be loaded into IDA and then code jumped over to bypass the serial check, unpacking the boot.dat is a good start, mod those files and then repack back to boot.dat again.
