The problem is not the HDD, but the cIOS. Try this ones.
my wii is a Region 4.3E, and works perfectly. but in case, do a backup.

Link: *Removed URL*

to get it work, put them in the root of sd card. then on HBC, launch wii mod patch (does all automatic). If not working try Wii mod manually.

if did work, tell us about.

Please, do not share wad files, IOS are illegal to share.
If you want to help, just tell the user which version/base he should use, and he will install them (but, you should know that he already has the best cIOS : v8 final !)

If it wasn't wad (you said "try these ones" and the zip is named "wads") but just a tool to automate and randomly install a IOS that you don't even know which version/base, I don't think it's a good idea to share it.
You don't even know yourself what you are using.
I don't like Automate tools because people don't understand what they are doing with it, and sometime it's even bad to use them for the same reason.

edit:
Ohhhh, you know what's funny?
your provided wads are the SAME setup than he already has : d2x v8 final ;)
It means you don't even know what you tell users to install.
Really, you should understand how the console works because it wouldn't have helped. It would just have replace what he already had, doing unnecessary system file replacement and NAND access for nothing.
It means, the problem IS the flash drive, and not the IOS.

Didnt know of the illegal "modified input OS" thing really. For that its my bad.

Second, for the cIOS he used, its meaby damaged. I allready knew that what i gived to him was the same ios. Infact, when i was trying to play on my usb i did have the same exact problem. So then, after days, i have found a site with that exact same cIOS, but not damaged. So then installed them and worked.

After years, i lost those cIOS downloaded, so when i heard of him that have this problem, i did a backup of the ios. And gived him the same program (auto-installer original of the forum) and the Wii Mod tool in case didnt find the wads.

Btw sorry for the illegal thing. I didnt know. ;)

Here the original guide i used (if this is legal): https://www.giardiniblog.com/modifica-wii/

You are right, Wiimote disconnecting can be a sign of badly installed cIOS (it's rare, but it happens).
To know if it's really a bad cIOS install, you can notice if the wiimote sync is lost right when the cIOS is loaded in memory : when launching the loader ! (not the game)

if it's "damaged", it's not the IOS or the Wad, but the installation.
all he has to do is re-install it (using d2x installer, instead of a wad manager or an automate tool).

I looked at the guide, and it's even expecting the cIOS install step to crash (because the program is badly written?) I think users shouldn't use it. But, that's probably because I'm already against tools like that and prefer educating everyone to understand what they are doing, why they need it, and how.
also, that program installs a lot of cIOS which are not really needed. hermes cIOS are good, but mostly unused now. 236 is not needed anymore, and MIOS is forced to an old loader instead of letting the user select the one he wants, but again it would be old to pick DIOS MIOS or DML, people now just use nintendont.
For a modest softmod setup, you only need one cIOS (d2x v8 base57) to play all games.

All wii should be like that now : HBC, priiloader if you want, d2x v8 base57, done.
every homebrew will work.

Yeah. The most important are those. Btw i didnt know off the d2x v8 base57 only needed.
Really its like a year i not used the Wii. Its not my primary console.

And giardiniblog.com are famous in italy as a blogger of modding.

Good to know that you dont like automatic tool. Funny thing eheh (its a bad way to use ufficial homebrew like this, but there are some people who dont like fiddle in system)

most common setup is to install 2 cIOS :
249 with base56 (because it was the default slot used by USBLoaders, and 56 was found to have the fastest USB access speed, good for game loading time)
250 with base57 (because some games need base57 and doesn't work with base56)
so, most users are just using base56 by default, and only set slot250 (to get base57) for Call of Duty and Just dance.

For a minimal setup (with only one cIOS to install) I usually suggest base57 only, so all games are working. Users don't even see the speed difference between 56/57.
But, lately, some users found games which work only with 56 (Spyro) and not 57, so either base56 or 57 are fine as default, the user will have to switch anyway based on the game they play.

@moivedude:
if you have the same issue, apply the same solution?
DO NOT USE FLASH DRIVE <-- this is the solution
I don't know why this month we have a loooooot more users using Flash drives. It's like a full batch of new users discovered the Wii hacking world this month and they all followed the same guide telling them to use flash drives.
Everyone has been using HDD for years without issue, and in 2018 everyone just want flash drives...

so should I not even try with a flash drive, or do you think I installed something wrong along the way. I'm kinda new to this so I wouldn't doubt I did something wrong.

Flash could work, but have a lot of problem, and a lot of them are not compatible.
So, if you want to be sure I think it's best to test with known working setup/device.

You could have both problems : flash AND your setup, but it will be hard to find the problem if you keep using something which can be a problem.

If possible, use HDD. If not, try another flash drive, if not possible try a SD card to USB adapter (strangely, they work better than flash drives, even if they are eMMC too?), if still not working get a HDD (you'll need it anyway, because flash will freeze/lag/black screen randomly)

Someone did send me a list of compatable flash drives for usbloader, and mine was on it (Sandisk Cruzer Glide 32GB). I am assuming I either have a setting wrong in usbloader, or I installed the cIOS's wrong. Anything I can try?

1. reset all the loader settings
2. if you use USBLoaderGX > settings > credit > verify you are not using d2x v10-alt r53
You need d2x v8 final OR v10r52, any other cIOS are wrong.

but you have the same problem ? black screen AND wiimote unsync ?

I reset the settings, but it says I am using d2x v10beta52 base56. And yes, I get a black screen and my wiimote disconnects. Still doesn't work after resetting settings.

your IOS is good.
try HDD instead of flash, or any other device you can.

also, be sure to plug the device in USB Port 0, or else it will not work !
that would be stupid to search for a possible install or setup problem when it's just because you don't use the correct USB Port.
it could also be the USB cable's fault (yes, it already happened)

anything with a USB plug (yes, even your phone! though, I wouldn't recommend if you don't know what you are doing)
if you don't have a HDD ... buy one. Really, who don't have a HDD at home? if you have a computer, a HDD is useful.

Hey cyan, would a WD Passport be okay to use, and compatible?
