Android Android Messages - Chat Features stuck on setup

It got past this screen on my phone in 2 seconds. On my mum's phone though, it's stuck. No matter how long we wait, nothing happens. It's been running in the background since yesterday, as a matter of fact. I opened the app today to check if it's finished by now, and it was still doing this.
The phone is a Nokia 5 (TA-1024). It's on the stock ROM, on the latest update (8.0.0).

Spoiler: List of things I've tried

- Force stopping the app
- Deleting the cache, then force stopping the app
- Deleting all app data, then force stopping the app
- Enabling every permission, then force stopping the app
- Rebooting the phone

Uninstalling and reinstalling it is not an option, as it's a system app.

You might be able to clear the data for the app by going to the system settings

Tried that too, no change.
I'll add this to the list of stuff I've tried.

Then just don't use Google Messages.

This is a problem with OEMs not shipping proper Google components in order to get around licensing. Are Google Play Services and Carrier Services installed properly? If at all possible, you should install a custom recovery and flash OpenGapps.

It's been resolved since, but thanks.
Also, I don't think that would be any different, since Nokia devices are running stock Android.

Do you have to use Google Messages? Like I mean does the rest of the phone set up without it or are you stuck trying to get the phone to boot up and its getting stuck here?

Like I said, the problem is already resolved. (I'll edit the OP.)
By the way this was not preventing the phone to boot, it was about setting up an extra feature of Android Messages.
