Something's definitely wrong on your end. I just downloaded and extracted it with both WinRAR and 7zip and it worked perfectly.

How to install it

1. Download the plugin HERE
2. Extract the "plugin" folder
3. Copy it to the root of your 3ds' SD Card

I don't know it for sure but maybe he packed it as a RAR5 and you have an old version of WinRAR on your PC that doesn't support RAR5 format. Try updating your WinRAR

this is why I hate winrar(5). update your 7zip I think that adds support for it.
edit: 7zip 18.00 beta opens it just fine

@TheGreek Boy I can confirm that hold L while picking your starter doesn't make it shiny, but it does work on wild Pokemon.

Probably he just uses the code that forces the battle type that generates always shinys (This one is normally used for the battle with the red Gyarados).
But because in Gen 2 no Pokemon is encrypted its very easy to modify them. The first Pokemon in your party starts at address 0x08A31C8B which is the ID.
So with this code you can easily make any pokemon shiny.
[Make Pokemon in 1. party slot shiny]
18A31CA0 0000AAFA

Just switch your pokemon that you want to be shiny to the first party slot, activate the code, go back to game, deactivate the code and your pokemon should be shiny.

I just used the wild Pokemon modifier code to catch all the shiny starters. I kept on forgetting that this game can't check for the legality of caught locations and IVs are directly related to the determination of whether a Pokemon is shiny or not. Too used to the new games and it's been ages since I've played this one

if you're asking if I know how to use the plugins then yeah. put the the plugin with your correct title id on the root of your sd card and run ntr, then start your game and press select to use your cheats

Thats why there is this old woman north of Cianwood City that doesn't exist in Gold and Silver. She tells you where you got it and on which level. The bytes also exists in Gold and Silver but go unused in these games. If you trade your Pokemon to Red, Blue or Yellow the caught data will be lost. So all pokemon can also be legit if they don't have a caught data because they where either caught in G/S or traded to R/B/Y.

Aww Dammit! I already caught Johto Pokes so I can't trade them to R,B,Y. But if I trade them to Gold or Silver, does that go away?

No it won't go away if you trade them to G/S but you can use this code to remove the data

But the data shouldn't you bother much because I think it will not be transfered to Gen VII games.
