To my knowledge, there is no public/known plugin for ACNLWA.
Your answer is no. With the link posted OP has outright said that welcome amiibo will not get support for the plugin. Just the normal version without WA.
OP said "along these lines", not "this plugin exactly". They might be aware that the plugin they linked to won't get Welcome amiibo support.

Yes, that's what I meant, but I have trouble explaining things, so I I guess I could have been misinterpreted. I couldn't find a compatible plugin, so I was wondering if anyone was working on one.

From what I found, there's one for the Japanese version and contains 5 cheats but that's about it.

This plugin does not work with the cartridge version of ACNL, the white icon with the green leaf and the amiibo stylings. It works with the icon with the green background and white leaf and the v1.5 update downloaded. There's a difference. You've misunderstood the OP. This was the plugin they even linked to in the first post.

I have the Cart ACNL shows up with Green and white leaf, when you boot in it states Welcome Amiibo I am sorry I didn't understand there was 2...

There is indeed two versions. There was a version that came out that was packaged with the update. You can view the boxart for the game here, and the game's Home Menu icon here.
