I have flashcart NTR whi is blocked on my DSI XL 1.4.5E But i have another flashcart with Haxxstation on my ds lite.If i run the blocked flashcart on my DSI with Haxxstation on my DS lite,for installing the future hack, it will be OK ?

Not unless flipnotehax and RocketLauncher come out. In that case, we will be able to downgrade using the former and then install the latter to use HiyaCFW.

Flipnotehax will be released probably around this month or so.
Also, DS-mode flashcarts are unable to install DSi exploits.
