I know you're memeing but iirc that only works on original Gameboy hardware because the carts contain additional chips that no one bothered to reverse engineer.
To Answer op's question, if you're desperate I'd upload videos to YouTube and mark them as private, or host a web server and open them in the browser. Now that I think about it you can probably write a web server that runs as a 3ds sys-module and sends videos from the sd card which can them be accessed from the browser via 127.0.0.1 but I'm not sure if the 3ds has enough ram and tbh that sounds like a terrible idea.

Not ideal, but there's always the DS homebrew program Moonshell which plays its own video format. I remember converting and watching movies back in the day.
