No, and it's pretty unlikely there will ever be one, considering how underpowered it is compared to the PSP (the host device has to be significantly more powerful than the original device for emulation to be enjoyable).

Underpower??? i think NOT .....other thing is that this console have enough power to emulate this system...you need the double the power of the console you want emulate....and 3DS is only sligthly superior to PSP.

It wasn't until the N3DS came out that a lot of the emulators we have were very enjoyable. The 268MHz of the base console (O3DS) really held it back. Common emulators like Nestopia and Gambatte ran perfectly on the PSP, but not the O3DS, hence why I said the console was underpowered, and instead, we needed less accurate ones like QuickNES and GameYob (I appreciate their efforts, but their compatibility and accuracy are much lower, for example). Even with the N3DS, some emulators like PCSX-reARmed don't run that well, depending on the game, and that's PS1. PSP emulation just wouldn't be enjoyable on an N3DS to any extent.

Native emulation....i dont see good emulation on PSP of NDS...oh wait, NDS work properly on Flashcard NATIVELY.....is not a measure of a console power

Snes9x works perfecly on snes9x ....the scene could do great emulators on O3ds with the news entrypoints....but emulation is not interesting for the 80% of the community

I wasn't referring to native emulation (I know the PSP has native support for PS1, like how the 3DS has native support for GBA and NDS(i)). My point was that the most demanding and performance-intensive emulator we have on the 3DS, PS1, does not run that well on the strongest model, the N3DS, and expecting an emulator for a console that's many more times powerful than the PS1 to run well on the N3DS is silly.
 
PSP emulation would suck on any model 3DS, just go buy one or use a smartphone or PC to emulate it. The 3DS can't run PS1 or N64 that great what makes you think it can run a later gen console like PSP better?

Also for good emulation you need 6-10 times more power, not just double.

It isn't native emulation because those parts exist within the console, like the Wii u, it's just true backwards compatibility

They are cheap enough now, I would almost suggest just getting a psp. They have a great library and are completely hackable.
 
I have a ZTE ZMax Pro and it runs 60fps. I could also run 60fps on my Nook HD
for me MOST games on my Samsung J3 "Luna" Pro run at 60FPS but the ones it starts struggling i dial back the native resolution scale to 1x or 2x. , been enjoying the new translation to .hack//LINK

No, no it doesn't.
I don't know where the "double the power" myth came from but it's just that, a myth.
Generally you need about 10x the power but it depends on how powerful the system you are running on is, how similar the architectures are, and the individual quirks of both systems.
It also depends on how accurate the emulator is, a more accurate emulator will run slower.
Cemu manages to run at good speeds on high end CPUs and there obviously aren't PCs that are 10x as powerful (well maybe an overclocked Threadripper or i9) as the Wii U, but it helps that the emulator is not very accurate.

as well how Complex certain elements of the System are to Emulate *cough-Look at the N64-Cough*

as Power of Host vs Emulated Machine Yes you nee dto be fair decently better off than the Emulated Guest, but the tradeoff in performance can wind up
Less accurate = higher framerate/ease of playability
More "Chip-Accurate"= More System resources/higher End CPU/power is needed

take a mid range system from between 2009~2012 (era of Windows 7) these systems have No problem at all for years even before thier time w/ SNES emulation with Snes9X, ZSnes etc. but try Higan/BSNES in these systems your going to see a whole new Story especially if you throw in streaming/Video Recording in the mix. High Accuracy emulation as well doesn't always mean Higher specs needed. case in point Gambette to this day is one of the more Cycle-accurate GB/GBC Emulators out there and best to use for certain games or Romhacks for example: Pokemon Prism.

it really comes down to what you trade off for Performance vs Accuracy and how well the emulator is optimized for that platform. if such an PSP emulator was made for an N3DS t could be Optimized to the finest detail and it would more than likely have a verry hard time doing even the most basic homebrew games. it just wont happen. now say if the 3DS and the PSP Shared the same CPU/GPU or in the same family. that would cut down on some of the Load (running natively on the Components w/o needing to emulate at best "Translate", this is why while not perfect PSP has a really high Compatibility with PS1 games, Why you had FULL backwards compatibility on early PS3 Models before the 80GB US/Japanese Phattie/60GB European PS3's as those retained the PS2's CPU and GPU while the 80GB/Euro60GB Phatties only retained the GPU and did Software Emulation of the CPU and a result was a slight reduction in Compatibility)

if the 3DS had a multi-core CPU design it would certainly help with some factors we still face in the scene in terms of emulation and utility (NTR could probably handle streaming alot more Extended Memory Mode games on the N3DS w/o cutting out entirely, PCSX ReARM'd would run smoother, Media players could become a thing), and even with some of the games that still have lower framerates in 3D Mode on, would be better but that would of more than likely caused the N3DS or O3DS depending where in the line Nintendo would of made such a move, price to be somewhat to fair higher than what is now today. but as is always apparent, Nintendo has never been or will be about "High End hardware, Specs or graphics" and more about innovative ways to play, Design, and mostly Family fun. and in the race for "Super realism graphics" top end hardware,Sony and Microsoft's self conceded war against PC Gaming.. Nintendo's approach to consoles is a refreshing change of pace each Console generation.
