How do I block the 5.5.2 update and still access the eShop? Do I need Haxchi or can I use a homebrew app similar to HTTPwn?

You need access to homebrew. You do not need Haxchi, but you'll have to run the browser and go to a site every time. To block updates on your Wii U, you can either use custom DNS servers (https://gbatemp.net/threads/titledb-com-update-blocking-dns-servers.451486/), or you can spoof or disable updates (last one is only if you are using a CFW) (https://gbatemp.net/threads/spoofing-a-wii-u-from-5-5-1-5-5-2-and-disabling-updates.477781/).
