Well I haven't actually seen a Japanese new2ds system pictured with 11.4 yet so still not confirmed 100%.
Just because you haven't seen it doesn't mean its not confirmed. All new2ds has came with 11.4
For all we know, only the Australian and New Zealand New 2DS XL come with 11.4. The JPN, or for that matter also the US and EUR, can come with 11.5 if Nintendo wanted to. Its highly unlikely but yes.

Honestly, I have to say the white and orange looks much better in person than it does in pictures. I bought it simply because America wasn't getting it, but now I'm glad I did. I feel like the top screen is less of a gloss magnet because of it.
But then I'd have to power it on. I wanted to check the NAND for any factory remnants.

Surprisingly, the Japanese chargers are actually rated to work with 100 to 120V AC; so because the plug is the same across both regions, you could actually use a Japanese charger on the American grid without issue. I know, because my Cobalt Blue Japanese 3DS came with a charger, and it didn't explode.LOL - I can only assume they didn't think you could use it given your country of residence.

Actually, they're not the same.
They're multivoltage despite what the label says (to double dip on the savings of only having one circuit worldwide, and maybe ten extra original chargers sold to tourists)
