There's nothing there acording to wikipedia.

And i can counter your point, look at the SEGA v Radical Entertainment case.
Simpsons hit & run was an exact clone of crazy taxi and sega took them to court over it.

SEGA lost because while it did copy the game mechanics, it didn't infringe any copyright.
If you want to legally own a game mechanic you have to file for a trademark.
That's what happened with namco.

They trademarked the ability of having a minigames while the game is loading even though they didn't create it, and it's been used since the c64 era when games took 10-15 mins to load.

be careful about what you do. Even though it's all in good flattery and fun, you are remaking a paid for game for free, essentially opening a gateway for people to pirate the game. If i were you, i'd take this engine and make a new adventure out of it, so this doesn't end up like fnaf on petit comupter with a cease and desist from the devs. You can keep everything you've done, just dont remake the enture game exactly. Maybe new people, new mechanics, anything.

OP could make this have texture packs and people would make texture packs that have papers please assets.

Just glad to see it progress. You can work out the legal things once the core engine is finished. Once that's done you can branch it off into something new.

Why even make a Papers, Please for the 3ds?Why not make a Papers, Please parody?Example:A game where instead of the "The October Labor Lottery" picking you "Nintendo" picks you to decide which fan-made game, art, and etc to sue and which not to sue.(Not saying a Papers, Please for 3ds wouldn't be awesome,also good job.)
