Hey I don't have the biggest budget but was wondering if this pc would be able to fit my needs. I want to be able to play most new pc games at a decent graphics level and maybe for cemu. Any advice on differences between ddr3 and ddr4 ram, cheap($100-200) graphics cards that are better and can replace the one already in it, and anything else I probably don't know about. Thanks in advance!

Games'll probably be fine at low settings, medium if you replace the card. I wouldn't hold much breath with emulation, though, it's infamously worse on older AMD chips than equivalent Intel CPUs. If you want to replace the GPU I'd recommend either a 1050ti or RX 570 4GB for your budget

What's the best site or store to order gpus from?

I was looking around $500-600
The one you showed must be a pre-build, I noticed from the cpu and gpu. I think if you build it by yourself you can get better one, however it's without windows.
There's one example i can show here
https://pcpartpicker.com/list/8TqBtJ
You can change case and add 8gb ram more or change other parts too if you want.
With this pc you can play most new games at decent fps. Alternative cpu is i5 6400.

Use pcpartpicker to find the best prices for parts and also try google searching parts as well
I got my coolermaster elite 130 for $47.47 on walmart.com with free 2 day shipping too compared to the $49.99 it was listed on PCpartpicker

You can download microsofts usb tool from there site and download yourself a free copy of windows 10 pro or home and I'll leave finding a key to you
