This means that 11.3 users can now install legit CIAs.

Not yet - arm11 aint enough, need arm9. only legit CIA as far as i am aware. feel free to prove it wrong though, id be happy.

Yes, this allows for downgrading, because the downgrading process relies on installing legit CIAs of older system titles to arrive at a lower firmware.

i thought there was a check added after 11.2 that prevents downgrading, maybe im just thinking the home menu app?

hopefully it survived 11.4 then but knowing smea, i'm betting he knew it was patched so released it as a idgaf type of thing.

That was fixed in 11.0. Firm downgrading was fixed in 11.3.

For now, k11 just gets you legit cia installation and other homebrew only benefits.

sighax as far as I know won't require the otp or console-specific keys, and so can be used instead of A9LH on 11.3.

Yes, but you still need a way to write to NAND to install it and even k11 sploits don't automatically give you that right.

Nintendo says they have more games planned for the next 2 years, and judging by local stores, the Switch seems to have increased 3DS sales among uninformed parents (Sure that's just a short-term boost).

i didn't think downgrading was possible with arm 11 kernel, that was squashed back in the 10.7 days. this could lead to a new arm9 kernel but who knows.
