i stand corrected seems they released a build recently but its not completly stable. meh
You can install packages without internet, you just need another device to download them and then transfer them onto a USB drive then using dpkg or whatever equivalent on your distro of choice to install them on the Pi.

You can find the .deb packages for installing with dpkg here: http://mirrordirector.raspbian.org/raspbian/pool/main/
It may be a bit of an ordeal as you need to have all the dependencies for the packages you want to install.
You should be able to use this to simplify the process: https://github.com/rickysarraf/apt-offline
But it would be simpler to use your phone's hotspot to get the Pi online.
