i stand corrected seems they released a build recently but its not completly stable. meh
Then I refer to my previous suggestion of connecting a keyboard/monitor/mouse and setting it up that way.
You can install packages without internet, you just need another device to download them and then transfer them onto a USB drive then using dpkg or whatever equivalent on your distro of choice to install them on the Pi.
Apparently what you want can be done with Raspbian, this might be of help: http://raspberrypihq.com/how-to-turn-a-raspberry-pi-into-a-wifi-router/
You can find the .deb packages for installing with dpkg here: http://mirrordirector.raspbian.org/raspbian/pool/main/
It may be a bit of an ordeal as you need to have all the dependencies for the packages you want to install.
You should be able to use this to simplify the process: https://github.com/rickysarraf/apt-offline
But it would be simpler to use your phone's hotspot to get the Pi online.

i already went through the process. but it sets it up to forward through eth0 which is not what i want

Only traffic that's supposed to go to WAN will be routed to eth0. If you have nothing connected to eth0, it shouldn't affect anything.
Though it depends on how the networking is set up. One way of setting it up will cause IP addresses to be allocated from WAN, which obviously won't work if nothing is connected there. I can't confirm what kind of networking that tutorial uses. You want the Pi to have its own NAT. Or alternatively, you can set the IP address and such manually on each device, which won't require the Pi to have its own NAT. You may have to look at some more generic (non-Pi) tutorials for setting up networking the exact way you want.

i have it set up using static ips and yes yes thats what i want. its own nat. help. @-@
 
the original intent was to stream gameplay from my 3ds. i ended up accomplishing this by setting up a virtual router on windows 7 using virtualrouter.codeplex thing and sharing connection: none. it works perfectly. 30fps is fine even 60fps runs without lag. (i have a seperate adapter connect to the hotspot i created with virtual router) and its working wonderful. some things like home menu lag a tiny bit but almost 100% i dont notice any lag (extended memory games likely wont work so well tho) interesting thing i found out: nic cards can be used as both softap and connect to wifi :o like wow

games that run in emulators usually end up messing up ntr tho (mostly they dont show up until i press home) which makes me sad :/

and many homebrew apps straightup crash when ntr streaming is enabled.

so it turns out i was wrong and both devices were connected to my phone... meh..
