Hacking Move contents from SD to another on a different 3DS?

I have a 3DS XL with CFW (a9lh + luma), which is installed on a 32gb SanDisk Ultra. I have spent a lot of time setting up games, folders, themes, etc, and my brother wants the exact same setup on his 3DS XL, which I will be modding.

Can I set up CFW on his, and copy the contents (games, themes, etc) of my SD card to his, so his is set up like mine so I don't have to spend hours setting it up from scratch?

No it doesn't work like that. The contents on your SD card, even if you transfer it to his SD card, won't be recognized by his system. You have to set it up from scratch.

You need to transfer movable.sed and anything in data/ folder on CTRNAND so other 3DS can recognize the data.

Movable.sed is in your CTRNAND.
You can just move Movable.sed over to the target systems' CTRNAND, but note that you will need to do the setup process again unless you also copy over the contents of data/ folder on CTRNAND.
Once the setup process is done and you can get to the HOME Menu, you can turn your system off, extract tickets from source console, copy the Nintendo 3DS/ folder to the target system's SD card, then install tickets on target console.
