I do have a home folder dump. This game won't even boot without a home folder dump.
If you have some spare space on your HDD, make a small partition and install the version of the OS you're using and boot it. Only install your drivers and the libraries to allow Citra to run and test it. If the performance it's better (it should be, I hope...), then your system files are messed up in some way (better format and do a fresh install). If even after that you've problems, I've bad news for you...

What? No no no. Those errors are completely unrelated to the operating system....

I didn't said anything about my instruction being related to these errors (no one did). What I've said is one way to check if his system files are somehow corrupted/messed up (a fresh install could eliminate this possibility, or prove it). His "problem" is performance, and with everything he said (including his specs), the chance of this being emulator related is very small.

I'm not having any performance issues outside of 2 emulators not running very well for me (Citra and Cemu). I've tried 4 different versions of the emulator, and every one runs the same, and every version of the emulator hard locks my FPS lower than it should be. If this is something on my end, it's beyond my ability to troubleshoot. If this was a serious underlying issue with my hardware, or OS, I'd be seeing more widespread problems than issues just running 2 emulators.

Why would I still get the home folder error when I got a home folder? It's in the right location, because bravely second won't even boot without the entire home folder dumped + in the right location.

Are there some runtimes required for this emulator? I doubt that would be it, because most programs won't even work if you don't have those runtimes.

You're the only one with this problem (at least with this game), this is why I've told you to test on a fresh OS install, to eliminate this possibility.
If one library is not found by Citra, you would get a specific error about it.

I can't justify a reinstall, it would literally take me days, probably a week or more to get all my games and stuff reinstalled and everything updated. I don't typically do that unless I'm completely FUBAR.

I already tried a CMOS reset on my motherboard, and disabled all power saving settings.

I've never seen any program throttle run lower FPS than the monitor's refresh rate unless there was some program active with a frame rate limiter. I already double checked this. One of the first things I checked.

I can't justify a reinstall, it would literally take me days, probably a week or more to get all my games and stuff reinstalled and everything updated. I don't typically do that unless I'm completely FUBAR.
Just create a new partition and test it there, there is no need to uninstall/reinstall/format anything at all (this is why I've asked if you had enough space, like 20 GB would be more than enough to install Windows 7 + drivers + Citra + some games)

Your main GPU may not is not running citra.Disable igpu in bios Then check.Unless its virus don't reinstall os, too much work.

Wow, wtf? I just installed Windows 7 on my backup HDD, and the game runs 85fps in spots it was running 40fps in before. Had to set frame limiter and Vsynch.

I tested some other games, and didn't get any speed increases. I think Witcher 3 and FA4 both ran slightly better on Windows 10 to be honest. Cemu runs the same speed.

So I honestly got no clue what could be the culprit.
