Hacking Will "legit" tickets/Cias transfer in a systransfer?

So the title really says it all. So my main question is if I injected a few legit tickets and did a systransfer over to my new 3dsxl. Would it transfer? Thanks for the help in advance.

AFAIK, pre-installed games don't transfer period, even if it was actually pre-installed and not just installed as a legit .cia.

nope a genuine pre-installed game can be system transfered, the reason why (and why legit cia files dont) is because Nintendo has a online record of all consoles "authorized" titles, so with legit cia files even though the cia is seen as legit by the console Nintendo knows otherwise, while a genuine pre-installed title is registered in their db and they allow it to be transfered like any other game (although after the transfer it's no longer a "legit" title and is given a console/nnid tied ticket)

See the thing is, its a served side process. It only verifies games as "ready for transfer" only if legitimately purchased from the source consoles nnid. At least that's my theory.
1) user initiates transfer
2)Nintendo verifies the id of both source and target consoles
3)checks if target has an nnid already
4)Nintendo verifies what legitimate games were purchased from the source, scraps anything else
5)???
6)transfer complete

Oh I see so I cant get a bunch of legit tickets and transfer them to my new 3ds. Thanks for the help.
