Is this possible? Will they be legal? And would there be any repercussion to doing this before Pokemon Bank opens?

Possible yes, legal? probably not. How can changes from GEN 6 to 7 be totally replicated with Pkhex before we even know what, if anything officially changes when Pokemon are imported though Pokebank?

If you haven't cheated to gain your Pokemon in the past i'd honestly just wait.

A non-legal Pokemon can't be traded or used in battles online, and in light of recent events, attempting to do so may flag you for a ban.

ok, well I do not plan on battling online anytime. Does it just not let you trade it? can you still use it in local battles?

Afaik, local battles/trades will let anything through. I've seen tons of local battle vids on Youtube with obviously genned/illegal stuff.

In local it just lets you like anything else (I think). Online, it'll tell you there's a problem with the Pokemon and it won't let you trade it.
yea, I don't care about online features. Is anything else not mentioned earlier in the game affected by having an illegal pokemon (non-online)?

Nope, you should be fine if it's legal or not if it's offline. You can screw around with PKHex's Illegal Mode if you really want to. But online is just a no go.

Not Gen VI 'mons in Gen VII. They cannot exist in Gen VII legally. Partly because it's too soon, and partly because we don't even know what changes bank will make when you do it legit in January and beyond. Right now PKHeX pretty much just imports it as in, no changes.

    @The Real Jdbye, I thought about that and I have blank DVD's and Blurays but honestly after like 90 songs I just listen to it a couple of hundred times toss it out and burn something else or have like 2-3 CD's. Florida here the heat in the car tends to ruin the CD's after like a few months even commercial pressed ones don't last too long.
