IIRC the banner music was made public sometime around the original HBC release.

I just got the files from the source code, they're split to two parts, the intro part, and the loop part.
I just made a BRSTM, enjoy!
Here's a BTSND for the Wii U dudes, enjoy!

If you want to create a BRSTM/ogg/etc., combine the two wav files with Audacity (32000Hz), set the loop start point to 134747, and the loop end point to 404199.
