Distribution error, but you can launch the game through FBI to bypass that for the time being.

I meant the seed key, you got it backwards, if you have the CIA you have the titlekey. The seed on the contrary is exclusive to the digital version and is not needed for the cartridges (and the CIA extracted from the cartridge) and only Nintendo holds the seed.
